How Dynamic Difficulty works inFinal Fantasy 7 Rebirth
InFF7 Rebirth, Dynamic Difficulty mode essentially enables Level Scaling to the enemies you encounter. If you’ve played similar games or even MMORPGs that have Level Scaling, you’ll be familiar with how it works. This means that no matter where you are and what you are fighting, the enemies you go up against will be scaled to your level. As such, you can’t power up to make a fight easier or visit early-game content expecting it to be more of a breeze.
The in-game description for Dynamic Difficulty pretty much sums it up: “Enemy difficulty adjusts automatically based on your skill level. Select this if you love the thrill of the fight.”

For example, if you’re playing on Normal Mode, you might find a boss that’s Level 20 and giving you a hard time because you are Level 20 as well. You can go and get a few levels by doing other content, then come back at say Level 25 and kick the boss’s butt because you are a higher level than it.
However, with Dynamic Difficulty enabled, when you return to the boss at Level 25, he will also now be Level 25, making the fight equally as difficult. It requires the player to play more tactically and make use of dodging and parrying as opposed to just trying to over-level and power through an encounter.
